Broken straightening tool

I posted this to the other Photoshop group but go no good answer:

Help, I have "broken" a very useful tool and I do not know how.

You should be able to straighten an image by selecting the measure tool, drawing what should be a horizontal (or vertical) line, then select rotate arbitrary and
the correct value will be automagically filled in. That value is no longer filled in, I have to type a value in there (the last used shows up). How can I revert to the original behavior?

I’m sure I answered.

Make sure the line you are drawing is not already the horizontal or vertical. Make sure it follows the line you want to be horizontal or vertical. If it is not try resetting Preferences. Did you try that?
