Unprompted PS7 crashes on startup

Whenever I run PS7, the preloader begins loading the program (with the splash screen "loading brushes" "loading fonts" etc).

One it finishes however, the program simply terminates- no error messages or anything suspicious. (The process in the task manager dies too)

EVEN after un-installing, re-installing, and re-booting, the problem re-occurs.

Does anyone have any ideas?
