Levels tool dissapears

Here’s a strange one. When I activate the levels tool under Image/mode/adjustments, the tool does not appear. Instead photoshop 7.0 freezes and I have to use control alt delete to get out of the program. All the other adjustments work fine including curves. What happened to this tool?
