Cropping prob in PS CS

In PS7 I could crop an area and then use my arrow keys to nudge/move the cropped border/area in small steps in any directions to get a perfect crop. In CS the arrow keys do not seem to nudge the border/area at all.
Does anyone know if there is a difference in the versions or something that I need to do in the set up? Thanks.

You can move the WHOLE crop area with the arrow keys but not individual borders – you never have been able to
