"best" as in learning the basics, or "best" as in techniques?

For the basics, Adobe’s Classroom in a Book.

For techniques, look at Photoshop CS Creative Techniques (Luanne Seymour Cohen) or any of Scott Kelby’s books.

The Photoshop CS Studio Techniques book is due out in February.
