Sharping a scanned picture

I have to resize (x4) a printed image from a folder.
When you scan the photo, you can see the dots.
The image is 300 dpi and the printed image will be 500 x 500 mm. To remove these dots, I first blur the picture & then unsharp it. Is there a better way to do this or am I totaly wrong ?

You can try duplicating the layer, then do a gaussian blur on it, the reduce the opacity of that upper layer to around 20-40% It works wel for removing scratches and softens the picture a bit
