No image adjustments will stay applied!!

Windows 2K, Photoshop 7.0
Scanned original as PDF. Color mode is greyscale. End result needs to be a single layer TIFF. I’ve tried applying contrast/brightness, curves etc.
I’ve tried with/without using an adjustment layer.
I’ve made copies of the locked background layer and applied changes to the copy layer. I’ve repeated the above with after converting the file first to TIFF, PSD, etc. RESULT? – Any adjustment will preview fine, but as soon as I apply it it reverts to original, unadjusted image.
Ideas please?!

Are you evaluating the image at 100% magnification? If not, you should. Anything other than 100% mag is an approximation.
