I just want to say that there is a great tutorial for this.

This tutorial will teach you how to make a Cell shading effect in photoshop. Cell Shading is a kind of shading used in 3D video games making them look cartoonish.

He would be better off using the Pen to make his selection and outline rather than the Polygon Lasso. Also, the Cutout filter can be useful in doing stuff like this.
