How can I apply black and white to one layer and color to another in the same image?

Select the layer and desaturate it.

On the layers you want to change – create a HSL adjustment layer for each layer, then group the adjustment layer with each layer.

For the layers you to change to greyscale, lower the saturation on that layer’s HSL adjustment.

For the layers you want to colorize, then in that layer’s adjustment layer, select ‘colorize’, then select which hue/saturation/lightness you prefer for that layer.
