Moved the camera under the exposure

Hi

I wonder if it is possible to correct a picture where the person who took the
photo moved the camera under the exposure.
The photo is in-scanned in grayscale (from 1015). The photo i looks like a double exposured picture (two pictures in one picture but moved a about half length of a head of a person).

I do not believe this level of blur is correctable.
