=upsizing TIFs via P7: contradictory advice

I need to upsize 8-bit 18MB TIF photos (Canon 10D 6-megapixel camera) to 8-bit 48MB TIF for Alamy.com, using bicubic interpolation in P7.

a. One group of photographers advises stepping up in 110% increments
b. Another group advises 113%–117% increments

Group (a) says doing (b) causes artifacts.
Group (b) says doing (a) causes artifacts.

Which method is best? Is there an even better way, c?
(any artifacts that are meaningless to photo buyers are meaningless to me, too)

The "10%" method is most often touted.

Look at results both ways at 100% magnification when done, see if you can even see any diff (probably not).
