Resizing in absolute measurements

Is there anyway of resizing a square or a rectangle to an exact specified print size. I can adjust a sqare shape to the size I need using the Ruler but when I print the resultant shape it comes out as a different size. I am using PS CS.

There’s many ways to do that, as usual with PS
1> Select your layer, hit Ctrl+T to "transform" the image, at the top of the bar you can enter your dimensions.
2> You can do the same changes with the crop command
3> Most of the time in printers softwares you can "adjust" image to paper size.
3> Change the canvas size in Image>Canvas size.
