Photoshop CS vs. Photoshop v 7?

Is Photoshop CS really an improvement over Photoshop v 7? It seems as though people whom have upgraded, are having a lot of issues with it. If one already owns v 7, is CS a worthwhile upgrade, or should they leave well enough alone?
