Is it possible to control the amount of Gaussian blur using an alpha channel? I’d like to simulate a limited depth of field camera shot by increasing the blur at the further distances by setting a gradient alpha channel.

Photoshop CS is supposed to be able to do this.
In Photoshop 7 or earlier, load a selection from the alpha channel and apply Gaussian blur with a small radius repeatedly.

IMO a layer mask is better suited for that purpose

IMO a layer mask is better suited for that purpose

A layer mask has no effect on the amount of blurring, only on the transparency of the blurred layer–not the same thing at all.

Photoshop CS’ Lens Blur can use a selection or alpha channel to control the amount of blurring. This is not a Gaussian Blur but closer to the blurring caused by an actual lens.
