That’s more than a little overstated. The GIMP has about 10% of Photoshop’s functionality, perhaps less. It appears OK for the casual hobbyist who only wants to play with web images or print RGB images from a consumer inkjet printer. Unless I’ve totally overlooked some of its features I don’t see any capability to produce CMYK files or separations, handle spot colors, or to output files suitable for import into a page layout program for professional printing. It would be useless in a full service graphics organization.
I should have been more clear about what I meant.
As far as the GIMP being used for producing images, it has many tools that are virtually identical to Photoshop’s. However, when it comes to prepress functionality, no it has virtually none of the capabilities of Photoshop, so no, you can’t run prepress jobs in GIMP at this point.
There are many plugins in the GIMP that I use for generating effects for my imagery that I don’t have with my older version of Photoshop. Plus, I also like the fact that you can use things like ScriptFu, which I think is quite a bit more powerful than Photoshop’s Actions.
I’m sure the GIMP is a fine free option for the home user and the price is certainly fair, but it’s not even close to being "nearly just as functional as Photoshop." That would be like saying a skateboard is "nearly just as functional as a M1A1 Abrams tank" because they both roll down the street.

As I said, I should have been more careful about the context of my statement.
However, you might find it interesting that some Hollywood studios are actively using a modified version of the GIMP, which was originally called "FilmGIMP", and later renamed to Cinepaint.
http://cinepaint.sourceforge.net/ A bit different application from print, but there must be something decent in the GIMP codebase that some people like.
