tiff files saved as jpeg spreading picture?

Hello I use Adobe Premiere to capture video then freeze frame the actual picture I want, it is then saved as a tiff.

I then proceed to photoshop to crop, edit…. and save it as a jpeg. Once I do this it immediately spreads the picture out some.

Is there a way to rectify this?
