I’m new to Photoshop so I don’t know if this is possible.

On the plastic surgery shows, they use software to alter a person’s fascial features (jutting a chin, changing a nose etc). Is this something Photoshop can do?

Play with the liquify tool and you’ll be doing it in a few hours (assuming you understand the rest of Photoshop).

Here’s an example of some quick surgery I performed several months ago. It was not quite finished at this point, but it gives you the idea.
