I have a large number of slides which, due to the lighting conditions have hotspots; i.e., caused by narrow beam flood lights. These hotspots (normally no more than one per photo) can be anywhere in the photo.

Are there any plug-ins that replicate a radial graduated filter where the center, diameter and intensity of the filter can be adjusted?

I have several tips on this on my web site. Follow the tips link on the home page.
There is even a photoshop action you can download.
