Move and resize object in layer

I have a round ball on a layer by itself and I want to make the ball smaller and then move it in relation to an object in another layer. I must be going brain dead but I cannot remember how to do that. Can anyone help on this simple project

Many thanks for the Free Transform suggestion. As far as moving it, I am talking about in relation to the object in the other layer (ie: up/down – closer/farther away, etc)

Just select the layer and use the move tool [little triangle – top right in toolbox; shortcut: V] or arrow keys [with or without shift] to drag it where you want.
