I am trying to use pantone solid coated 1797 red in a design. After I fill my selection, I go to the eye drop color picker and it says that the color I just filled with is pantone 711 c. What happened why did it change like that. Why does it not stay on pantone solid coated 1797?

It is possible that Pantone 1797 is outside the RGB color gamut, in which case the closest color within the gamut is applied. If you use 1797 and have the job commercially printed with Pantone colors, the printer will use 1797 and it will look correct. If it is a gamut problem, it will be impossible to get it to print on desktop printers, or show on an RGB monitor.

What color mode is the image in? Did you create a spot channel for that color?
