From where do you draw that conclusion? Where could I read more about it? I found nothing relevant using Google search:

Just copy the file to c:\windows\system32\ and try again. You should be fine.
Possibly so. But I do not manage my computers like that (and at work I may not, due to the company security policy).
I’m wondering why is it that on the security update page Adobe says nothing about the msvcr80.dll issue. Nor have they included the dll to the CS2 update zip.

It does not go into system32 folder, but stays within the application folder. Should get installed with "what ever" application its used ,if necessary. (In other words its not a common file.) This is not necessarily just Adobe programmes that use this file either.
Most likely it is missing from the folder
C:\Program Files\Adobe\Adobe Photoshop CS2
Having said that, I do not think it was used for any CS2 programs, and maybe an error introduced by Adobe as its used with all the CS3 programs.
Have a search for the file on your computer, copy&paste it over from another location. You will find several copies on your HDD. The file should be 612K.
Your issue
* For CS2: BMP & TARGA: C:\Program Files\Adobe\Adobe Photoshop CS2\Plug-Ins\File Formats; PNG: C:\Program Files\Adobe\Adobe Photoshop CS2\Plug-Ins\Adobe Photoshop Only\File Formats
# Move the existing plug-ins to another location (for example, a new folder on your desktop). Ensure you keep these original versions in case you need to revert back.
# Copy the BMP, PNG, and Targa plug-ins from the download into the same folder as in Step 3.
This should not warrant the use of the msvcr80.dll file.
So what happened when you reverted back to the original files did the error go away??
