I get an error that says a database failed to initialize, after I restart Photoshop, it works just fine, once I shut down the PC, the first time I run PS, it fails. Any ideas?

sounds like a registry problem in Windows… the only database PS uses is the Windows Registry (where all the configuration details for… well everything are stored). Might want to try a repair on Windows and see what happens? (Backup first!)
