The dual brush idea works great. Select one of the default Airbrushes and in the Brushes palette, select Dual brush and choose a spattery-looking brush. Click on Scatter properties as well and play with the count and count jitter until you get the effect you want. If you find a combination you like — save the brush!
To add the drip you could use the Smudge tool. Increase the Strength to 100%, holding down the shift key to get a straight drip. Touch up with another brush as needed.
