PS 6 freezes on drag and drop

I’m running PS 6.0 on win98se. When I use move tool to drag image to new doc., I get illegal op. error message: PS caused an exception 10H in module PHOTOSHOP.EXE ant 017f:00bb39af. Any suggestions?
