I recently installed CS2, and left CS also installed.

I want to know if I can migrate my CS actions and presets to CS2?

And also, when I right-click on a file in Windows Explorer, and select "Edit with Photoshop", it opens up CS, and not CS2.

Yes, just save them from CS and load them in CS2.

You’ll have to change the explorer association yourself.

Thanks for responding, but I’m not sure where these files are located.

Go into CS and save the actions to a file, for example Nikana.atn for Nikana’s actions. This should be stored in (by default) c:\program files\Adobe\photoshop CS\presets\Photoshop Actions. Copy this file to your CS2 directory for actions, such as c:\program files\adobe\adobe photoshop CS2\Presets\Photoshop Actions, or a subdirectory thereof.
