adding a filter to a multi layered composite image

how do you apply a filter to a final image that consists of many layers? when i apply the filter it only applies it to the layer that is selected at the time.

First create a new blank layer at the top of the stack. Then press Ctrl+Alt+Shift+E (Stamp Visible). This will make a new layer based on the whole image without disturbing the original layer structure.

Now you can apply a filter to this new composite layer.
