right program for creating DVD case inserts?

I want to create DVD and VHS case inserts with photographs. Is this the right program? I know I am going to have to learn another program. I just want to make sure that this is the right program. Also for basic text, can I do that with Photoshop or do I need Illustrator?
There are a few DVD design programs on the market, but I would like something more robust. Thank you

Photoshop is the right program to edit the photos

I would use InDesign to layout the actual covers.

I’ve done a couple of CD & DVD packages in the past year. I used a combination of Photoshop CS, Illustrator CS, and InDesign CS.

You will need Photoshop for the photo inserts but if you end up with multiple pages you might also want to consider using InDesign.
