I scanned some old photos, cropped them, converted to B&W and saved them to disk. Now when I pull the copy back up in Photoshop Elements, I can’t apply filters to them – the whole filters menu is disabled. If I pull back up the original scanned image, I can apply filters to it. why won’t it let me apply filters to the copy I saved?

TIA

Since you converted them to Black & White, they may be in grayscale mode — not all filters can be used in this mode. Check the mode by going to Image->Mode and change it to RGB if necessary. The filters should then be available.
