You might try scanning a glass object and take it from there.

A quick google search threw out these two links…they may at least be a starting point.

Try some of the filters in PSE. There are a few glass ones.

I purchased a program from Amazon called "Adobe Photoshop Elements – One Click Wow" by Davis and Dayton. It is inexpensive. Has several layer styles re glass, ice, crystal. Also has many other styles, frames, etc. This may be just what you are looking for.
