what is the best way to achieve this effect in photoshop? I see it all the time in various mags etc but cannot seem to achieve the same effect when I am designing. Can anyone please either detail or post a link for a tutorial.PLEASE

Splat has a filter, Edges which has the torn paper capacity

Take a piece of paper between your two hands and rip.
Then scan it.

I like to tear photo print paper. the emulsion makes a nice tear and is easily scanable.

much cheaper than a plugin.
