Improving Old Halftone from 1920’s Newspaper

Howdy Folks,

I am a Photoshop user since Version 3 but
I am no pro. I currently use 7.0

I have a friend/client that has an old historic
1930’s Halftone Photograph from an old newspaper
and he ask me to SCAN it and see if I could improve
the quality of it. It may even be from the 20s.

It appears to have Diamonds or Dots instead of lined screen. It is a Xeroxed copy of the original.

Any ideas as to which FILTERS or other tweaks and tricks we could pull to make this old photo come to life?

SCANNING at 200 or 300 percent and reducing the image somehow?
