Can’t Move Type Layer; Layers Bounce to Background

In Adobe PS CS, I oiften can’t move Type layers without the program bouncing me to the background, as if it were locked, but it’s not. It’s the strangest & most irritating thing. Any advice? I’d really appreciate it!

Have you tried trashing your Photoshop Prefs. and Repairing Permissions?
