CS2 basics regarding measure tool and adjusting # of history state

I read Chapter 2. When I got to the section about choosing the measure tool, I have no measure tool in my palette or list of tool options.

When it says you can change the number of saved history states from the default 20, by going to the options, I find no option to do so.

It’s under the Eyedropper.

History States: Edit > Preferences > General
