Help: how to rotate an image

There are a few software that allow you to draw a horizontal or vertical line on the image and rotate the image to make it horizontal/vertical. Is there a similar tool in Photoshop?

The Measure Tool will do this in PS. It’s in the same fly-out as the Eyedropper

Draw a line with it along the horizon (or vertical) then go to Image>Rotate>Arbitrary.
