I am creating a color business card and the guidelines I was given is use a 300 ppi image (no problem) but use 400 ppi text. Can I use the fonts that come with CS2 for this?

You cannot have two different resolutions in a Photoshop file.

Best way is to save as .PDF retaining fonts and vectors and print from that. That way the text won’t be rasterized at all and will print at the printers native resolution.

Normally when someone gives this kind of specification, it means 400 ppi for text only work, but down to 300 ppi when images are involved.
