Actions with Save For Web

In PS 6 and PS 7, I could record an action that would open all the PDF files in a folder one at a time to a specified resolution and color mode, and then use Save For Web to export a GIF to another folder. Each GIF had the same name as the document plus the file extension. I would then close the original converted PDF without saving changes, since I only wanted the GIF.
In Photoshop CS2, I can’t get this to work correctly. Each GIF gets named the same no mater what the document name is, and replaces each other as the folder is processed.
My action includes having Photoshop open a PDF file, but I have the Droplet set to Ignore Open Commands.
Any ideas on what I’m doing wrong in the new version?
