installer never asked for serial number

I am using an iMac G4, running OSX Version 10.3.9. I have installed Photoshop Elements 3.0, but the installer never asked for the serial number of the product. I believe, because of this, I have no Help installed, as in index only lists the alphabet, no topics.
I also own a G4 Powerbook, running OSX 10.4, with the same copy of Photoshop intalled. This on works fine, Help and all.
Does anyone have any suggestions?
I have uninstalled and reinstalled no less than three times, all with the same result. Thank you,
