I setup NTFS permissions on WinXP. Accounts that were not in the Administrator group could not use Elements. The error message was Elements failed to initialize because "the file" is locked. I tried several suggestions on the support pages and none worked. I finally learned about using SHIFT-CTRL-ALT to reset my preferences. After experimenting with this I learned that my problem was permissions on the Cache volume. The logon that I was using did not have write permissions on the Cache volume.
The error message is worthlees. "The file"? If the program can detect a problem with opening a file, it should output the name. That is software engineering 101.
