You set the Scratch disk options at Edit>Preferences>Memory & Scratch Disks

If you only have one HDD, then you cannot set your paging file and scratch file to two separate drives.
However, that is only an informational message and not an error message and has nothing whatsoever to do with ‘missing filters’.
Many filters are only available when working with RGB 8-bit per channel files. You are probaby trying to use them on either 16-bit/channel files or when in CMYK colour mode.
I have a fairly new PC and have been running PS Elements 4.0 with no problems. I have now acquired Photoshop 7 and went to load. I set the scratch disk to my external hard drive, even though I have plenty of memory. PS 7 and elements appear to be working fine. The problem is when I go to Start and My Pictures. The folders look normal; but when I go to open and view the pictures, the folders are sluggish to open and the images are tiny and hard to view. When I hit refresh thumbnail, they go back to regular size and look fine. Unfortunately, once the computer is turned off and then back on the next day the everything goes back to sluggish and small and I have to refresh again. Any ideas?
Open Windows Explorer and go to the My Pictures Directory. Click on Tools > Folder Options > View. Look for the line stating "Do not cache thumbnails" (on my computer, it’s the seventh box). Uncheck this and Windows Explorer will save the icon and thumbnail images in a hidden file called "thumbs.db". Without it, it generates the image icons and thumbnails on the fly, resulting in sluggish performance.
