Photoshop CS making vertical photos horizontal

I’m taking photos as verticals. But CS is making them horizontals. When I go to Image and rotate and make it a vertical and then save the file and close, when I reopen the file it’s still a horizontal. This is happening randomly. Some photos shot as vertifals stay that way. Others, for some reason, become horizontals. I can’t make them verticals unless I rename them. Suggestions?

The rotation is only for viewing purposes…You need to rotate them inside of Photoshop Image>Rotate Canvas> Remember to save images after you rotate them…
