Adding a Frame to Simple Web Gallery Template

I’m using CS2 Web Gallery Simple template on PC/XP/SP2. I like the Simple gallery’s layout of multiple rows of thumbnails with a fixed banner at the top. I have spent tens of hours modifying the templates, using template tokens, and have a good deal of knowledge of how they work and have created a custom design I like. Currently I use a three column by ten row thumbnail layout. However, when one scrolls down to see the last rows the top banner scrolls out of view. I want to keep the multiple rows format, but put them in a frame so the top banner always stays displayed. That may sound easy, but I’m unable to get the %THUMBNAILSROWS% token to generate thumbnails when I put it in the FrameSet.htm file. Do you know how to modify the template files to create a gallery with multiple rows of thumbnails in a frame?
