can you edit paths in 16 bit images with Elements 3?

I know that Elements has a thing called shapes, and that these are basically paths, but Elements doesn’t have any real paths, does it? If I have a bunch of 16 bit images and I want to open them and edit their paths, then I need Photoshop CS, yes?

Paths are available only in regular Photoshop as far as I know.

Elements does not contain the "Pen" tool. The paths that elements uses internally are "real" paths. You just don’t have any effective user interface to work with them.

The book "hidden power of photoshop elements 3" contains a couple of tools that allow you to create a shape from a selection and a clipping path from a shape but this is no substitute for the pen tool. You would be much happier with Photoshop.
