PS Elements 3.0 will not install on Tiger 10.4

I have not been successful trying to install PS Elements on Tiger (10.4) I thought the new update 10.4.1 would fix the issue, But I still cannot install. Advises that an Error occurred. I have tried installing on my Imac, different volumes, I have tried to install on my powerbook, different volumes, no such Luck. I have been looking for others who are experiencing the same.
Can anyone please advise?

This Adobe Knowledgebase article <http://www.adobe.com/support/techdocs/330718.html> is a good place to start. You might have already tried some of these things (as you stated you’ve tried installing on different Macs and volumes) and if so post back.
