Images from my camera are 3072 x 2048 pixels. The size in Elements says it is 18.0m. In Windows Explorer the document size is 2.79mb. What do these two different numbers mean?

The size in Elements says it is 18.0m

Do you mean in the Info palette? This is the memory image size: 3072x2048x3 = about 18m [there are 3 bytes per pixel, RGB]. The file size will vary for all kinds of reasons [like format, compression etc.].

Bottom line: ignore both of these numbers most of the time.
