Importing tags from Microsoft Digital Image Library 10

Is it correct that the only way to import tags with Microsoft Digital Image Library 10 files is via PhotoShopAlbum? If this is not correct, then could someone please let me know how I can import these tags without PSAx serving as the intermediary.

I don’t understand the question.
Maybe you can import the tags into Photoshop Album or PSE Organizer – that would be easy enough to try. But you say:
