You need to "select" what you want to copy, or move, by using one of the Selection Tools. The Rectangular Marquee Tool, or the Lasso, Polygon or Magnetic Lasso Tools.

The selection needs to be continous, (beginning and ends must meet), even if that means taking the tool outside the edge of the picture.

Once you have made the selection you can copy and paste it into another image or just drag it into another image. It will arrive there as a new layer.

Use a soft edge for your selection by setting a few Pixels in the "Feather" option.
