Can you give us a clue as to what you are doing? Do you mean you see no result? That is what 0% Opacity means. Where are you setting the Opacity? In the Options Bar?

1: I select the preset black to transparent gradient
2: I drag to create gradient
3: Nothing happens

Is this on a separate Layer? Is transparency locked on the Layer? Is the Gradient Opacity on the Options Bar set very low or is the Opacity of the Layer set to zero?

You might consider resetting the tool (from the dropdown on the Options Bar), or trashing/resetting Preferences.
