New rulers ignore origin offset?

Is there any way to get the values typed into View->New ruler to take account of an offset origin (drag the origin from the ruler bars to somewhere else) rather than always regarding the TL of the image as the origin?

I meant "guides", not "rulers", in the appropriate places. PS CS on W2000.
