I just get the idea by looking at the photo, and you can try these steps (and your own if you can think of any).
1. Make a DUPE of the original photo (if need to do LAYER MASK later)
2. COLOR SELECT to select WHITE, then change to whatever color you wish
3. Depending on the technique you may use
a. It may effect other WHITE area (of you can deselect it/them before changing the hair color)
b. If you didn’t unmark the other WHITE area and it/they been changed to different color. Then you can use Layer Mask command to undo it/them
Those are very basic simple commands. And you may need few other trick like Feather, Blending etc.. to blend the *new* hair color with the skin (or background)
