What is the point of the dismiss target path button? Why can’t you just click off the path to deselect it?

How come sometimes I click off of the layer, but the path on the window still looks jagged indicating that the layer with the path is still selected?

Your first two questions are a bit on the "philosophical" side. Whether the path is displayed, (as described in your third question), is unrelated to the selected layer, (paths are independent of layers). To deselect a path, (more accurately, to hide its display in the image window), Shift-Click the path in the Paths Palette.

Sounds like the path is not active, but rather that a selection was made of the path (hence the running ants). To deselect a selection hit cnt+D, to hide visibility of a path hit shift+cnt+H, and cnt+H hides the running ants but the selection is still active.
